Yes, access to outlets, telephone jacks or water lines is simply accomplished by cutting a hole through the Slatwall.

A video of how to cut out holes for electrical outlets can be found at the link below.  Electrical boxes or outlets must be moved 3/4" to accomodate the thickness of the slatwall.  Home Depot sells electrical box extenders.  Make sure to follow all local electrical codes.
