If the AAA spends more or less than its allotted adequate proportion funds for any of the three categories of Priority Services, is it necessary to hold a public hearing to explain the changes?
A If the AAA increases or decreases the locally determined/set minimum percentage of Title III B funds to be expended in any of the three categories of Priority Services, the issue must be addressed at a public hearing and a new Appendix V must be completed and submitted to CDA with the new approved percentages. However, if the AAA does not change the pre-determined “adequate proportion” (minimum percentage) but decides to put more funding into any of the categories in a given year(s), there is no action required. More funds may always be expended than the pre-determined minimum percentage.
