If the electors in the electoral college have already pledged their votes, why isn the presidential election a foregone conclusion?
Electors have no offical power until after the election. So that if a state has 13 electoral college votes the Democrats will have 13 names ready to submit and and the Republicans will have 13 names to submit depending on who wins the state. Indiana is a great example, it always votes Rep, but both sides had to have there electors selected in advance.
