A73. RHCF’s do not provide specialized services for persons with serious mental illness, therefore, an RHCF would not meet the needs of persons with serious mental illness. The State Plan and Federal Regulation 42 CFR 483 Subpart E provide an appeals process for the person. The person being evaluated has a right to appeal the decision through a fair hearing process by an Administrative Law Judge.
