Yes the Vice President takes over. No this is not how Bush Sr. became President.

George HW Bush became President by winning the 1988 election. He served eight years as VP for Ronald Reagan and then in 1988 ran for president and won. So he did NOT become president via resignation. Gerald Ford is the only VP to become president via resignation. There have been other VPs who have ascended to president, but they were either by death or assassination. Andrew Johnson, Teddy Roosevelt, Harry Truman and Lyndon Johnson are examples of that.
