If a QSE loses data communication with ERCOT, they are to call ERCOT Operations and request Base-Points and any other instructions (XML) verbally until data communications are restored. For server failures, complete information must be re-established within five minutes by automatic failover to alternate server(s). For all other failures, complete information must continue to flow between the QSE’s and ERCOT’s control centers with updates of all data continuing at a 30 second or less scan rate.
