If Usury is illegal, why are banks allowed to charge interest?

You have misunderstood Usury. It’s not a legal concept it’s just a descriptive word. A bit like Miserly, not desirable but not illegal. It’s used nowadays to describe excessive rates of interest. Which again are not illegal (just look at your credit card rates). And if Banks did not charge interest, why would they lend money? They are businesses not charities. And they get most of the money they lend, by paying interest to the people who lend them money. Every time you put money into a bank account you are lending the Bank your money. It’s worth remembering that although Bankers are not top of anyone’s hit parade at the moment, honest Banking is one of the main reasons the West dominates the World. That’s not to justify any of the ridiculous, dangerous, nonsense they got up to over the last decade. But we need to remember to remove the baby before we throw out the bath water.
