The producer of masterbatches is an ingredient supplier (see also next Q&A). If for compounding you mean to add additives to resins to obtain a plastic you are a converter in my language and you have to perform tests and provide declarations of conformity (DoCs). Unfortunately the legislator does not always use the same terminology as industry and, then, a misunderstanding is possible.
