Ok, a Count Out happens at the end of any turn in which someone does not have cards in their Arsenal. So, if you have no cards at the end of ANY turn, and you are about to be Counted Out, you can place the card in the Ringside pile and shuffle any 8 cards into your Arsenal so that you won’t get Counted Out.
