In the future, could CRTs registered through the Reserve be used to offset emissions for a participant of state mandated cap-and-trade program?
It depends on a number of factors, including whether a state cap-and-trade program would allow the use of offsets for compliance. Current information suggests that the State of California and the Western Climate Initiative will allow a limited amount of offset purchases for meeting compliance obligations.
