There are congressional districts within each state that are utilized to represent equal voting power. Each of these districts has a Representative that is a member of the House of Representatives. This would mean that each Texan has 3 people representing him/her in Congress: 2 Senators (each state has 2) and 1 Representative. This is the same for every US citizen.
