Yes, a cosmetologist may trim a mustache or a beard. According to Chapter 1602.002 (5) of the Texas Occupations Code, one of the definitions of the practice of cosmetology is "treating a person's mustache or beard by arranging, beautifying, coloring, processing, styling, or trimming." However, only a licensed barber is allowed to use a razor to shave a beard or mustache. A cosmetologist may not shave a mustache or beard, and may not use a razor to edge an outline of the hair over the ears and the back of the neck.
