Yes, a layperson is qualified to start a church for at least two reasons. First, the Bible does not prohibit it but more likely encourages it. The scriptures teach that we are all ministers of the Word of God. And we’re all called to spread the gospel of Jesus Christ and to “seek and save the lost.” Second, starting a church is a personal expression of the religious freedom that is guaranteed to all citizens under the First Amendment of the United States Constitution.
