Yes, all couples who wish to legally marry must first apply for and receive a marriage license from the state. Applications are filed in person at the County Circuit Court Clerks Office in the county where the wedding will occur. For example, if you and your fiance live in Montgomery County but you are going to be married in Baltimore, you must apply for the license in Baltimore County. If you do not live in the county where the wedding will occur and traveling there to apply for the license would create an inconvenience, you can usually file a Non-Resident Marriage Application via the county Clerks Office where you do reside. Out of state residents should contact the Clerks Office where the wedding will occur to find out the best way to apply for the license.
