Mexico only allows citizens of the USA to enter without a passport, although they must present a passport or other WHTI compliant ID such as a passport card, enhanced drivers license or trusted traveler card (NEXUS, SENTRI, or FAST card). Citizens of any other country will need passports. In the case of travel between the USA and Mexico an additional consideration is the mode of transport because anybody, of any nationality, will need a passport in order to enter the USA if they arrive by air.
