Road hazard is like a term insurance policy. As the tire wears the amount paid on the claim is steadily reduced. I insure against risk I cannot afford to take, for example liability on an automobile. The loss of a tire may be aggravating but it is not likely devastating. I see no sound reason to pay someone to cover such a risk.
