It might be helpful to give some context here. There are 2 distinct elements of Performance Management. One relates to the direction and supervision for teaching and learning activities; the other relates to line management, e.g. more general, day-to-day matters. Supervision and direction must be provided by the teacher. If the TA works with a number of classes that have different teachers, they may be supervised and directed by several teachers. However, a TA should have only one line manager, who co-ordinates their work, provides support and undertakes day-to-day management issues. This person does not need to be a teacher. It is not the teacher who is responsible for the performance management processes of the TA. However, as part of the overall supervision arrangements, the teacher would need to contribute to the performance appraisal/review of the TA that s/he supervises.
