Is a Vendor allowed to have an ATF perform CCF Certification pre-testing if they are not a member or don plan on completing CCF Certification of the device?

Yes, pre-testing is allowed by non-Members. However, the Vendor cannot give the test results to an Operator until after the ATF pays Product Testing Fee to the CCF for the specific device.
