No.  All hydrocarbons are not miscible with water.  These include alkanes like hexane and decane, cycloalkanes like cyclohexane, aromatics like benzene, toluene, and xylene, branched alkanes like 2,2,4-trimethylpentane, and alkenes and alkynes.
