Chlorine is produced from salt, which as you know is naturally occurring so there will always be some chlorine in the atmosphere. Chlorinated ozone depleteing substances have been under strict control and emission limits for at least 5 years now and will be phased out as replacement substances are developed so we ( via the Montreal Protocol) have already sorted this one.
