A. The Service finds that designation of critical habitat for this distinct population segment is prudent but precluded by higher priority listing actions at this time. The California tiger salamanders in Sonoma County will be protected through several mechanisms of the ESA, including: section 7 consultations for projects on Federal lands or with a Federal nexus, recovery planning, enforcement of take prohibitions outlined in section 9 and in the emergency rule, and the section 10 permitting process for activities occurring on private lands with no Federal nexus.
