The best prevention for any disease is to maintain good water quality. To help your fish, you should add a dropsy medicine. Maracyn 2 is the one I have previously used. There are probably others as well though, and I am sure an associate at a pet store could help you find this or another one. Also, while treating your fish, turn the aquarium heater up one or two degrees. Changing aquarium water only helps to keep your water clear to a certain extent. Unclear water is a sign that bad bacteria is building up. The best thing to do is syphon your gravel, feed your fish a little less until it clears and maybe rinse out your filter media.
