Gardening is only expensive as you want to make it. Growing up as a young lad I did not really have any money to spend on gardening. However I lived in the country and I dug up an transplanted many wild plants to create a nice sitting area. Everything to Mount Laurel, Jack-In-The-Pulpit, Daisys, Violets, Wild Geraniums, etc. Now I grow many heirloom varities of vegetables (non-hybrids) which I ave the seeds from and plant the following year. I also start many plants from cuttings such as: Rosemary, Cuban Oregano, French Tarragon, etc. So you can garden with very little investment of money on your part, now time, that is a different story.
