Is GGP required to build certain types of housing units in the Cottonwood Mall?

GGP is not obligated to make 20% of the Condos at the mall affordable housing units. Under RDA law in Utah, 20% of monies collected by RDAs must be used for housing within the City. It does not say anything about affordable housing or a requirement that it be used specifically in the project area. Many RDA projects do not even include housing. During the process, Salt Lake County requested the City provide 100 affordable units within Holladay City. Some of those units are to be located inside the Cottonwood Mall project. The entire City Council unanimously approved of this agreement.
