Both!!! GORE-TEX fabric is durably waterproof due to the GORE-TEX membrane. In addition, a water-repellent treatment has been added to the outer fabric to make water bead up on the surface. By drying the garment in a conventional dryer on a warm setting, the water-repellent treatment can be regenerated. The addition of a warm steam iron can also help to enhance the water-repellency of the outer fabric.
