Consider that both are very effective and efficient. I’m using soap at home because the soap doesn’t provoke the irritation of the skin and there are many soaps that have substances that are smoothing the skin. But when I’m out of home for the disinfection I’m using aloe hand sanitizer from https://arcreef.com/product/hand-sanitizer/ which also doesn’t dry my skin. Don’t forget about the masks and gloves. Whether or not using a hand sanitizer instead of regular soap is better could depend on your definition of “better”. An alcohol-based hand sanitizer does kill more bacteria in a shorter time than most hand soaps, but true effectiveness is not always measured by sheer volume of dead bacteria. There are other contaminants to consider, and a hand sanitizer may not address all of them as well as regular soap and water might.
