It worked for Catholicism for centuries. When the Puritan and related religious colonists in the upper Atlantic, New England area began to breed like rabbits (contrary to common contemporary perceptions of supposedly stodgy Puritanism) it seemed scandalous to the folks back home in England (and more than a bit intimidating to the Native Americans). Low birthrates do not “doom” a national culture — the lack of cultural assimilation by both subsequent generations and immigrants does that. Take the United States for example. We went from a concept of “the more the merrier” because we had to crowd out the locals in order to secure a place from their land. Then we moved to “need workers” in order to provide the labor for still more ambitious projects.
