Is it appropriate or standard to buy a gift for an Eagle Scout when you attend their ceremony?

No, I think giving a gift is a bit much. I’m an Eagle Scout and in my experience I have never known of anyone to give someone a gift for receiving the award. Scouts are supposed to be selfless by nature anyway, so a gift kind of goes against the grain of that.
