Is it fair to hunt game (such as rabbits, crows etc.) with birds of prey?

I think that Birds of Prey are a much more fair way of hunting, as the birds may or may not kill according to nature’s rules. It is possible that a Bird of Prey may not recognise prey, whereas dogs are bred to chase an animal no matter what.
