Toilet Papering someone’s house can be risky. If the receiving property owner disapproves and calls police it will be treated and investigated as a crime. Possible charges could include: Littering, Criminal Mischief and Disorderly Conduct. If the complainant wishes to, they can pursue charges and those responsible will be charged with the appropriate code violation.
