Is it necessary to deconstruct a level 1 outpost without using gunpowder barrels?
It is not, however you will get some of the resource back from deconstructing a building. To deconstruct a building, click the red arrow pointing downward next to the building icon at the top left of the screen. Clicking the arrow will demolish a building slowly (and will also “occupy” a builder).
