Among other factors, it depends on the type of registration and how long the registrant is expected to be displaced from the permanent duty station (PDS). For example, a Priority 1 registrant scheduled for RIF separation with severance pay should always be registered for activities within the commuting area of his or her permanent residence. Even if the residence has been severely damaged or destroyed, it would still be considered the registrant’s address of record. However, as explained in Q & A #1 and Q & A #2, offers from activities in the affected areas may not be valid, so the registrant is not being penalized by this mandatory registration requirement. In such cases, it may also be reasonable to allow the registrant to include the temporary location in his or her area of referral if desired. CARE Program Coordinators will provide case-specific guidance upon request.
