Is it permissible for the elevator consultant that was retained as a consultant on a conveyance alteration, repair, or installation project also provide the QEI inspector to accept that work?

No. The acceptance inspection must be performed by a disinterested third party inspector. The term disinterested applies to consultation services as well as to construction or maintenance services. Although, if the consultant was retained for the sole purpose of determining if the licensed contractor is honoring the maintenance contract, the consultant may also conduct the periodic inspection of the conveyance.
