If you are talking about the sling shot being on the ground…. Realistically, no. it would take too long a distance to generate enough speed. Realize the main problem is not reaching space. A private company does that now. Large guns launched shells into the uppeer atmosphere back in the world wars. The problem is reaching the distance AND generate enough speed to obtain an orbit. This i why they don’t bother to locate missle launch platforms at high altitudes like mountain tops. There isn’t much advantage – most of the fuel in’t used to reach space, it is used to reach enough velocity to achieve an orbit. Using a mag lift to launch payloads have been proposed, but most needed miles and miles of track along with a lot tricks to eliminate wind resistance in a tunnel during acceleration just to send a few hundred unmanned payload into orbit, making the use of a rocket much more affordable (as the mag lift platform would cost billions and perhaps trillions to make).
