Anything is possible, but consider the following facts: * Transaction fees are market driven. i.e. if an ATM customer does not want to pay the transaction fee they do not use the ATM. * All attempts at legal actions taken against transaction fees in recent years have been against banks and have excluded off site or merchant owned ATMs. These actions have been unfair and would never succeed. * Advertising revenue at ATM is just coming into its own and would very soon support the ATM industries should transaction fees go away.
