you can apply for a provisional licence at 16 but it will only cover mopeds in the UK. The car entitlement (B and B1) will not become valid until the drivers 17th birthday. Also, the moped entitlement will only be valid upon completion of Compulsory Basic Training (CBT) and will only cover 50cc mopeds. Check out the 2 sites listed below for more info.

You have to be 16 and 9 months (if I remember rightly) before you can apply for your provisional driving licence. I wouldn’t worry about the cost going up too much.

They can only apply just before they turn 17, i think a couple of people were right above, im pretty sure its 3 months beforehand, that’s only so that people planning on having driving lessons as a present for their 17th birthday etc can get their licence back in time.
