Yes it is possible to compress a video file and make it smaller. Also when you downsize a file it can reduce quality assuming your attempting to make it play larger than what it is like 130×160 and trying to upscale/resize it for 1200×700 where it would completely be pointless because the pixel’s would be beyond pixelated and the audio would stay the same (mostly) just the image would be horribly distorted.
