Yes. http://download.wikimedia.org/enwiktionary/ should have the latest copy of the main namespace. Older files are at http://download.wikimedia.org/wiktionary/en/ as well. Because of several recent changes, the download pages are slightly disorganized as of 2/14/2006; the cleanest navigation page is http://download.wikimedia.org/. Just download a *-articles.xml.bz2 file and some software to read it (for *nix, for Windows).
