Well…it actually is rolling resistance…we don’t really call it either of the frictions. The deal is, it is a continuous energy loss due to squishing and squashing on the tires. It essentially will be static friction that does whatever is necessary to prevent skidding that causes the slow down of the car. But actually, more importantly is air drag, and internal friction of bearings and such that really cause the slow down. Static friction of the tires on the road is a good thing. If it were to enter a regime of kinetic friction, you couldn’t steer…because kinetic friction acts independently of the orientation of the wheels and only has the ability to act opposite the skidding. The kinetic friction during braking is actually exhibited at the brake disc drums and brake pads.
