Is it totally legal to smoke weed in Amsterdam?

Cannabis is tolerated in Holland, and there are still laws that are enforced, such as you can only buy so much (I think it was 5 grams when I went) at any one time, or possess so much for your own personal use. You can’t go swaggering down the street in Amsterdam with a spliff the size of a swiss roll in your gob and expect not to get nicked for it. But you can openly smoke it in certain places, such as the “coffee” shops and certain pubs.
