A. MILPER message # 00-144 addresses the requirement to present a U.S. flag to each individual retiring from active duty on or after 1 October 1998. This practice is mandated by Public Law 105-261, section 644. The specific portion of the message reads as such: “The installation TCS or unit commanders during official retirement ceremonies will present a U.S. Flag, along with the retiree lapel pin and the retirement certificates. A 3’X5′ (2.4 7/16″ X 4’6”) cotton outdoor U.S. Flag will be given to every retiree. Issuance of the flag will be documented by annotating the DD Form 214, Item 18 “Remarks” with “U.S. Flag Issued””. The flag can be ordered through GSA (stock number 8345-00682-6857) for $11.62 each. Local policies will determine at what level (unit, garrison, etc.) these flags will be purchased.
