As the landlord is the owner of the property he is entitled to the keys for any and all parts. The mailbox while communal is still apart of the property and as such they are within their right to have a copy. He should not be sending his personal post to the property anyway, and he should not collect yours either; you are correct that post is legal protected to be private. But for completeness and record keeping I would agree that the landlord needs a copy of all keys. Despite you having spares it is amazing how many go missing or how circumstances catch you off guard. I agree with you on the representative, it should be the landlord or someone appointed by the landlord who can provide proof of identity. I would not hand over keys to a strange either, but maybe it might be wise to pass your concerns over and say that you are happy to release the keys to him but you would prefer that he collect them himself.
