All depends on where you intend to HOST your domain. If the HOST provides DNS (most do) or the server you have provides DNS (depends on setup) then you don’t really need managed DNS service. If you don’t know then you may well need managed DNS! Some people buy the service for higher reliability than some small providers can provide!
