Is Minneapolis or St. Paul the capital of Minnesota and why do people get confused about it?

St. Paul is the capital. People probably get the two confused because the two cities are right together (hence: twin cities) and also because Minneapolis is the larger and perhaps the better known of the two,(so I think it’s St. Paul.
