Is Montreal the only city in Québec where people speak English other than French?
No, most of Quebec’s population speak English as well as French. It is a misconception that most of them do not speak English. They do encourage the French culture more but it would be social and economic suicide for a Canadian to not know English (as much of Quebec’s economy depends on interaction with the rest of Canada and the U.S.).
