No. The actor is Ian McDiarmid, but he only appeared in 4 or 5 episodes of the Star Wars saga (depending on certain point of view). 1. Palpatine did not appear in Episode IV: A New Hope. The emperor is only mentioned in that movie. 2. In the original The Empire Strikes Back (1980) the voice was done by Clive Revil and the shot was done with a unnamed old actress with overimpossed chimpanzee eyes. When George Lucas released the 2004 DVD for this Episode V, he had Ian McDiarmid replacing the voice actor and the actress. — Sebastian Shaw played Anakin / Vader in Episode VI: Return of the Jedi. Shaw is still the one shown as Anakin/Vader in the scene when Vader is unmasked, but as they did with Clive Revil / Ian McDiarmid, Sebastian shaw image as Anakin’s Ghost was replaced with Hayden Christensen when the new DVD release.
