Is Pinyin a phonetic writing system?
Strictly speaking a phonetic writing system will use a separate letter to represent each individual sound. Pinyin, on the other hand, sometimes uses a single letter to represent more than one sound, other times it uses a combination of two letters to represent one sound. However, it consistently represents the sound of a whole syllable in the same way no matter where it occurs.
