Is rack and pinion the same as hydraulic power steering?

The rack and pinion is part of the steering mechanism. It has valves and pistons and technically one part of a hydraulic power steering system. Without the power steering pump it’s dead in the water and won’t work. There is such a thing as manual rack and pinion steering.
