Is spectroscopic analysis based on the physical or chemical properties of a substance?

FTIR (ir spectroscopy) is based on an organic compound’s ability to absorb infrared light, which is a physical property. Inorganic compounds do not absorb IR light. It is only useful for organic compounds, such as alkanes/alkenes/alkynes, ketones, alcohols, carboxylic acids and so on.
