The Tangram is originally a Chinese puzzle. It’s a 7-piece square that should be arranged in certain patterns or designs. It’s more of an intellectual property than a copyrighted one. However, those who created the puzzle initially may have already copyrighted it.

The Tangram is a Chinese puzzle consisting of a square divided into seven pieces that must be arranged to match particular designs. http://en.Wikipedia.org/wiki/Tangram So it would initially appear that a Tangram is intellectual property, available to anyone, as you suggested … however: already existing puzzles that you see are most likely to be copyrighted by the creators.
